Chief Constable Jacqui Cheer QPM joined Essex Police in 1984. In a varied but largely uniformed career she worked in roles across the force area. Jacqui also worked as police trainer at Force Headquarters training all new recruits for three years and delivering sexual offences training to regional courses. She led on the development and introduction of youth offending teams, headed the Professional Standards Department setting up an Integrity and Counter-Corruption Unit and was the Commander of Stansted Airport and Southend-on Sea Basic Command Units (BCU).
In 2004 she attended the Strategic Command Course and before joining Suffolk Constabulary as their Assistant Chief Constable (ACC) in 2006 Jacqui worked in the Home Office as the Bureaucracy Advisor, working with forces to find and share practices and processes that significantly reduced the bureaucratic burden on frontline staff and officers.
Shortly after joining Suffolk Constabulary Jacqui led the police, public agencies and community response to the murders of five young women working on the streets of Ipswich in 2006. This investigation known as Operation Sumac remains unique and led to changes in the investigation of serial offences and the conviction of Steve Wright for the murders. In the following year she became the national police lead for animal diseases having successfully led the multi-agency response to avian flu and bluetongue.
As the ACC and later as the Deputy Chief Constable Jacqui worked with colleagues in Norfolk Constabulary to develop and implement an extensive and innovative collaboration across operational and organisational parts of the business.
In October 2011 Jacqui joined Cleveland Police on an initial six month secondment as their temporary Chief Constable due to the arrest and suspension of the Chief Constable and his Deputy. Like all forces Cleveland is undertaking a major change programme in order to deliver policing services with fewer people. In 2010 they were the first force to enter a major outsourced partnership (with Steria) which includes frontline services such as the control room and this partnership continues to develop. The particular issues facing Cleveland have necessitated a strong focus on developing good leaders and championing a culture of openness, integrity and transparency.
Jacqui is currently the national policing lead for Professional Ethics and for Children and Young People. In April 2013 Jacqui was appointed as the Chief Constable of Cleveland until April 2016 having successfully led the force through an extremely challenging period.
